Briefing paper examines how comparisons with 1991 data and measures of change over the decade may be estimated for the travel to work question. It is not intended to be the main analysis of the means of travel to work data, but it is a question in the Census that has changed relatively little between 1991 and 2001 and can be used to illustrate the potential dangers of comparing numbers from the 1991 and 2001 Censuses.
