In November 2002, Matrix MHA was commissioned by the Association of Public Health Observatories (APHO) and the Health Development Agency (HDA) to support the development of the national All Government Delivery Plan to tackle inequalities in health. The two organisations jointly commissioned a ten-week study, comprising a high level review of published and grey literature, combined with a short, national interview programme with a selection of organisations and individuals involved in taking the health inequalities agenda forward. The overall aims of the study were to:
 
• identify a prototype basket of core local indicators based on those currently in use across the country; and
 
• review the use currently being made of equity audit.
 
The results of the first aim of this study are presented in this report and will input into a wider consultation on the development of local indicators planned for the early part of 2003. Findings relating to the second aim of the study have been provided to APHO and HDA for consideration as part of the equity audit guidance work which they are preparing.
